now, my question is, how do you re-install windows properly?

First you need a windows Disk. OEM or retail.

Have you got that? Might have come with your computer.

Also, what OS are you on?

Boot Avast up in safe mode if you can, then run a boot time scan. It'll take its time but clear it. Saves and OS install.
